Skin Piercing Activities: New Licensing Regime
The arrangements for registering premises and individuals for the purposes of undertaking skin piercing activities in Wales are changing. From the end of November premises will require a certificate and individuals a licence to undertake this work.
The new licensing scheme will require practitioners who perform any special procedure (acupuncture, body piercing, electrolysis and/or tattooing) on someone else in Wales to be licensed. The licence will specify which special procedure(s) the practitioner is licenced to practice subject to conditions, as well as listing the premises or vehicle that the practitioner operates from. Each practitioner must have their own licence. Licensed practitioners can only operate in premises/vehicles that hold an approval certificate approved under the new scheme.
New and existing practitioners who are currently registered under the requirements of the Local Government (Miscellaneous Provisions) Act 1982 will be required to apply for their own special procedure licence.
Those responsible for new and existing premises / vehicles will be required to apply for an approval certificate.
A transitional licence/approval certificate will be automatically issued to all existing registered premises and practitioners- there will be no requirement to apply for this. This transitional licence will allow existing practitioners to continue to perform special procedures (as per their current registration document), whilst the new licence application is being submitted.
Applications must be submitted within the 3 months from the new scheme’s implementation date (29th November 2024) – before the 28th of February 2025.
How to apply – Practitioner Special Procedure Licence
Applications for a practitioner (special procedures) licence must be submitted to Cyngor Gwynedd using the following application form and include supporting documentation and a fee.

- The application fee (paid as part of the online application form)
- One full face passport style coloured photograph
- Evidence of valid insurance cover in respect of the performance of a special procedure.
- Evidence of a recent basic disclosure certificate (DBS)
- Declaration of relevant offences (as set out in the Act).
- Evidence of the successful completion of a regulated Level 2 Award (infection, prevention & control)
- Verification of name and date of birth (e.g. passport, driving licence etc.).
- Verification of current residential address (e.g. driving licence, council tax letter, utility bill etc.).
How to apply – Premises Approval Certificate
Those wishing to obtain a premises /vehicle approval certificate must submit an application to Cyngor Gwynedd using the following form and include supporting documentation and a fee

- A premises/vehicle layout plan (must include points of entry/exit into the premises and into any rooms, measurement, and shape of any room within the premises and the location of equipment sinks, sharps bins, staff rooms, storage areas/facilities/rooms for products & equipment, toilets, waiting areas/rooms, wash hand basins, waste bins, windows and workstations).
- Evidence of valid insurance cover held by the applicant in respect of the premises or vehicle.

Licence / Certificate period
- This Special Procedure Licences and certificates last for a period of 3 years from the date of issue. Temporary licences are valid for no more than 7 days.
